
Seeing such scenes in the ocean is quite a breathtaking view, but such a large bioluminescent show is produced by a red tide bloom or algal bloom.
They are made up of a high number of tiny dinoflagellates which emit a flash of blue when they are disturbed. Large blooms are caused by pollution, overfishing and an increase in nutrients by farm runoff. These large blooms can be harmful to marine life, because of the higher concentration of toxins being produced by them. Pretty to look at (well at night when they flash), but not great for the ecosystem.
